Dupe Phil Licitous is the director of the Piqua Order Of Professional Space and Interplanetary Explorers (abbreviated as P.O.O.P.S.I.E.). His employees are Moxie Swaggerman, Benjamin Krupp, Dr. Shifty Fitzgibbons, and another scientist.
He is a antagonist of The Epic Tales of Captain Underpants in Space!. Thanks to Dupe, P.O.O.P.S.I.E. is shut down near the end of the series due to him going over budget looking for the Littleite Ship.
