Loogie is one of Kipper Krupp's thugs. He has curly orange hair, buck teeth and wears a baseball cap. Like his friends, he enjoys picking on kindergartners.

Book 9

When Harold Hutchins, aged 6, walks to school and hides behind a gas station sign, the owner catches him and Kipper and his thugs beat him up. George Beard, aged 5 and three quarters, appears and beats the bullies up with his tie. The boys eventually befriend each other and create their first comic: Dog Man. They then decide to get revenge on Kipper and his friends by putting dolls, friendship bracelets and dresses inside Kipper's locker and by giving the children back their lunch money. Kipper then purchases a pick-proof padlock and then George and Harold get revenge by making a comic book called Wedgie Magee and putting spiders and ectoplasm inside the bullies' lockers. Unlike the other bullies, Loogie is shown to be afraid of spiders. The bullies then reform and vow never to pick on children again. However in the alternative ending, Tippy Tinkletrousers appears on the football field, scaring Kipper and his friends. The bullies go insane and are put in a mental institution. This then causes Mr. Krupp to get the blame and lose his job, and Tippy returns to a post-apocalyptic Earth. He then decides to restore the timeline by freezing the bullies as they run across the football pitch and making sure they didn't see anything.
