Rip Van Tinkle is the liquid-like version of Dilbert Dinkle, and the main antagonist of Dav Pilkey's Super Diaper Baby duology, and one of the two overarching antagonists (alongside Grampa) in the Dog Man franchise. He only appears in Super Diaper Baby 2: The Invasion of the Potty Snatchers as the main antagonist. He was made out of water, then he was made of pee, He is currently ice.

- His name is a pun on Rip Van Winkle, the so-called man who slept for 200 years.
- According to Dav Pilkey, he is inspired by Water Man, a childhood superhero made by him.
- His original name was Pee-Pee Longstockings
